About these terms

These terms cover the rfx web app at rfx.themullingsgroup.com and the rfx program that searches and assesses government bids. The Mullings Group ("TMG", "we") runs rfx. "You" means the company that uses rfx and the people who sign in for it. By creating an account you agree to these terms and to the Privacy Policy.

What rfx does

rfx searches federal, state and city and town bid listings, reads each bid against the company information you give us, and gives each bid a verdict (BID, TEAM or NO GO) with a short memo. Your dashboard shows the results.

rfx does not write or submit proposals, and it does not register you on procurement portals. A verdict is an opinion to help you decide. You decide which bids to pursue.

Your account

Each company has one Company Admin account. TMG creates it and sends an invitation. Keep your password private and tell us at once if you think someone else used your account. You may turn on two-step sign-in, and we recommend it.

Your company information

You are responsible for the company information you enter: services, certifications, registrations, limits, teaming partners and identifiers. rfx's verdicts are only as good as this information. Keep it current.

Portal logins and the rfx bot

If you save a procurement portal login, rfx uses it only to read the bid listings that registered vendors see on that portal. rfx never answers a CAPTCHA and never gets around a website's access rules. It obeys each website's robots.txt. The rfx bot identifies itself to websites; see the bot page at /bot.

Claude and your Claude key

rfx uses Claude, from Anthropic, to read bids. If your company uses its own Claude API key, the Claude work on your bids is billed to that key by Anthropic under Anthropic's terms. Nobody can read your key back after you save it.

Running rfx on your own computer

If you run rfx yourself, you sign it in to your account from your browser. You can sign it out at any time. It can see only your company.

Acceptable use

Do not use rfx to break the law or a website's terms, to get at another company's information, to test or attack the service, or to copy the lists of websites rfx searches. Those lists belong to TMG.

Fees

Fees, if any, are set in your separate agreement with TMG. The rules in the next section apply unless that agreement says otherwise. This site does not take payments.

Plans, billing and cancelling

Monthly plans: there is no minimum term, and you may cancel at any time. A cancellation takes effect at the end of the month you have paid for, and you keep your access until then. We do not refund any part of a month, including when you cancel part way through it.

Yearly plans: you pay for the year in advance. If you cancel during the year, we refund each full month that has not started, at one twelfth of the yearly price. A month that has started counts as used and is not refunded.

Setup fee: if a setup fee applies, it is charged once, when you sign up, and is not refunded.

Add-ons follow the rules of the plan they are added to.

Price changes when TMG pays for Claude

Some plans include the cost of the Claude work on your bids in the plan price ("AI included"). For those plans, TMG may change the plan price if the prices that Anthropic charges for Claude change by more than 20%, up or down, from the prices in effect when you signed up or when the plan price last changed. TMG will tell you in writing at least 60 days before the new price starts. You may cancel before the new price starts, without a fee for cancelling. This section does not apply if your company uses its own Claude API key.

No guarantee

rfx is provided as it is. We do not promise that rfx finds every bid, that a listing is correct or complete, or that a verdict is right. Always read the bid documents before you bid.

Limits on our responsibility

To the extent the law allows, TMG is not responsible for lost bids, lost profits or indirect losses that come from using rfx. Our total responsibility is limited to the fees you paid TMG for rfx in the twelve months before the claim.

Ending your access

You may stop using rfx at any time. TMG may deactivate an account that breaks these terms. A deactivated company can be reactivated. If TMG permanently deletes a company, its information and results are deleted and cannot be recovered.

Changes to these terms

We may change these terms. The version label at the top of this page changes when we do. Using rfx after a change means you accept the new version.
